Operating sequence

How VHS decides.

Every access request follows the same deterministic sequence, from the moment it enters the system to the evidence that can be replayed afterwards.

  1. 01REQUEST

    A structured access request enters the system. A request is not an authorization.

  2. 02VALIDATE

    VHS checks the required aircraft, operator, node, telemetry and reservation conditions.

  3. 03EVALUATE

    The engine evaluates transition availability, physical conflict, priority, timing and governing policy.

  4. 04DECIDE

    The authoritative engine returns one traceable outcome: ACCESS GRANTED, HOLD or DENIED.

  5. 05ENFORCE

    Reservation and release rules preserve the assigned transition window for one aircraft.

  6. 06RECORD

    The decision, its reason classification and the ordered event evidence are stored.

  7. 07REPLAY

    The recorded sequence can be reconstructed deterministically — the same facts, in the same order.

ENFORCE means reservation and release enforcement. It does not mean VHS pilots or physically controls an aircraft.

The distinction

A request is not an authorization.

Everything the engine does sits between these two things. Wanting to enter is an input. Being allowed to enter is a decision, and the decision is explicit.

Evidence & replay

Built to be checked, not just believed.

Replay is not an animation. Each outcome is recorded against the state it was made in, with its reason classification and its place in an ordered event sequence. Replaying the record reconstructs the same sequence in the same order — it does not re-decide anything.
